GetHelpCaption is called at startup. You should return a caption for your plug-in for the About Plugins menu.
This function was introduced because you may want the caption in the Plugins menu to be different - for example, you may want to have the entry in the Plugins menu be Edit selected game(s) but the About item TTDEdit.
